The General Service Administration's (GSA) Green Proving Ground (GPG) program worked with a team from the National Renewable Energy Laboratory (NREL) to identify buildings with office setups and equipment distributions typical of the wider GSA building stock. Eight buildings from GSA’s Mid-Atlantic Region, where plug loads average 21%, were selected. In each building, approximately 12 standard power strips with no control capability (the incumbent technology) were replaced with APSs, which monitored and provided power to an array of devices. More than 295 devices were monitored during the study, which consisted of three separate test periods, each four weeks in length. All buildings selected had workstation power management in place.

Encouraging commercial building owners to set measurable energy goals before design begins can drive design and contractor teams to develop innovative energy efficiency solutions within conventional building budgets. The successes and lessons learned by a federal building owner's performance-based procurement project formed the basis of an expanded program using utilities as the outreach channel to replicate the approach. The utilities delivered incentive-based offerings to focus building owners on the whole building rather than on individual building components and systems. This 11-page paper documents the core principles, successes and lessons learned from these utility programs in different areas of the country.
NREL experienced a significant increase in employees and facilities on our 327-acre main campus in Golden, Colorado over the past five years. To support this growth, researchers developed and demonstrated a new building acquisition method that successfully integrates energy efficiency requirements into the design-build requests for proposals and contracts. We piloted this energy performance based design-build process with our first new construction project in 2008. We have since replicated and evolved the process for large office buildings, a smart grid research laboratory, a supercomputer, a parking structure, and a cafeteria. Each project incorporated aggressive efficiency strategies using contractual energy use requirements in the design-build contracts, all on typical construction budgets. We have found that when energy efficiency is a core project requirement as defined at the beginning of a project, innovative design-build teams can integrate the most cost effective and high performance efficiency strategies on typical construction budgets. When the design-build contract includes measurable energy requirements and is set up to incentivize design-build teams to focus on achieving high performance in actual operations, owners can now expect their facilities to perform. As NREL completed the new construction in 2013, we have documented our best practices in training materials and a how-to guide so that other owners and owner’s representatives can replicate our successes and learn from our experiences in attaining market viable, world-class energy performance in the built environment.

This paper reviews the novel procurement, acquisition, and contract process of a large-scale replicable net zero energy (ZEB) office building. The owners (who are also commercial building energy efficiency researchers) developed and implemented an energy performance based design-build process to procure an office building with contractual requirements to meet demand side energy and LEED goals. The key procurement steps needed to ensure achievement of the energy efficiency and ZEB goals using a replicable delivery process are outlined.
This paper documents the methodology developed to identify and reduce plug and process loads (PPLs) as part of NREL's Research Support Facility's (RSF) low energy design process. PPLs, including elevators, kitchen equipment in breakrooms, and office equipment in NREL’s previously occupied office spaces were examined to determine a baseline. This, along with research into the most energy-efficient products and practices, enabled the formulation of a reduction strategy that should yield a 47% reduction in PPLs. The building owner and the design team played equally important roles in developing and implementing opportunities to reduce PPLs. Based on the work done in the RSF, a generalized multistep process has been developed for application to other buildings.
